PHARMACY WORKFORCE PLANNING STUDY

HCA was commissioned by the Pharmacy Guild of Australia to undertake a long term research project into the Pharmacy Workforce. The research project developed a sophisticated means of estimating the supply of, and demand for, pharmacy workforce until the year 2025.

HCA's research was conducted under the guidance of an Advisory Panel consisting of representatives from the Fourth Agreement Research and Development Steering Committee, the Pharmacy Guild, the Department of Health and Ageing, the Pharmaceutical Society of Australia, the Society of Hospital Pharmacists of Australia, the Combined Heads of Pharmacy Schools of Australia and New Zealand and the Association of Professional Engineers, Scientists and Managers, Australia.

The purpose of the project was to provide information about the current state of the pharmacy workforce; identify factors impacting on workforce supply and demand; and provide projections to inform workforce planning. The project was shaped by general health workforce concerns and more specific changes within the pharmacy environment. Each phase of the project called for significant levels of key stakeholder engagement and collaboration in the project planning and implementation.

The outcomes of the project included a suite of reports and an interactive workforce planning model used to explore different policy, administrative and economic possibilities and a series of labour market scenarios with face validity which were thoroughly tested with industry stakeholders.

Pharmacy Workforce Planning study Timeline

The two year project began in January 2008 and was completed in January 2010. Throughout the duration of the project the following activities were completed:
• Interviews conducted with 39 key stakeholders including policy makers, presidents/chairs of professional pharmacy bodies, pharmacists, lectures and heads of schools of pharmacy, registrars of pharmacy boards, hospital directors of pharmacy and owners of pharmacy chain networks (March-April 2008).
• Case studies of 20 community and hospital pharmacy's in metro, rural and remote locations nationally to gain grassroots level understanding of the roles dispensary technicians/pharmacy assistants play in the pharmacy workforce (March-April 2008).
• A literature review which compiling national and international pharmacy workforce planning (May 2008).
• The review and consultation stages of a ‘longitudinal tracking system feasibility study’ with recommendations presented to the Advisory Panel (May 2008).
• Extensive secondary data collection and analysis to give a preliminary basis for pharmacy workforce projections (April-June 2008).
• Extensive analysis of secondary data sources for development of estimates of current demand for pharmacy services and projected demand for pharmacy labour to 2025 (May – July 2008).
• Two reports were submitted to the Advisory Panel which looked at both the supply to and the demand for the pharmacy workforce (July 2008).
• Survey of community and hospital pharmacies (September -November 2008).
• Search conference to explore cognitive services future growth prospects (February-March 2009).
• Provision of Workforce Planning Model (July 2009).
• Testing of labour market scenarios through focus group discussions (March-May 2009).
• Stakeholder workshop to consider scenarios and develop strategies / policy (June 2009).
• Submission of s set of Final Reports and the Pharmacy Workforce Modelling Tool (January 2010).
• participation and presentation at the Pharmacy Workforce Symposium (August 2010)
